2009-11 WORLD TEAM TRIALS PROCEDURES
1.1 Open to all U.S. citizens eligible to represent the USA at the World Championships as governed by the FILA and USA Wrestling (USAW) rules. Athlete must be a U.S. citizen prior to the qualifying event entered.
1.2 The Competition will be contested by FILA rules except as modified by this document.
2.1 World Team Trials Tournament
2.1.1 Each competitor must qualify through the Preliminary Trials into the Final World Team Trials, (except for athletes petitioning into the Trials).
2.1.2 Format: line bracket double elimination to third place. Wrestlers will be seeded by committee. The top two finishers from the National Championships that are participating in the Trials Tournament will receive the top two seeds. Any other changes from the National Championship will require a 2/3 majority vote from the seeding committee. Eligible to participate on seeding committee shall be one coach or representative of each of the clubs entered in the championships. Individuals not a member of a club will be represented by a member of the seeding committee designated by the President of USAW.
2.1.3 Byes will be placed with seeded wrestlers first, in order of seed. If any byes are remaining they will be placed in the brackets in accordance to the accepted system in use by USA Wrestling.
2.1.4 Weigh-ins for the Final Trials tournament and final wrestle-offs will be held the day before the competition and will be at scratch weight.
2.1.5 If there is a vacancy in the number one position either by a delay granted in accordance to Article 4.1 or by failure of the National Champion to make weight, the finals of the Trials Tournament will be contested in a best of three format. If the **National Champion is granted a delay in accordance to Article 3.1 the winner of the Trials tournament will face the National Champion at a date and in a format in accordance to article 3.1. If the National Champion fails to make weight then the winner of the Trials tournament will be the USA Wrestling World Team Member.
2.1.7 The Final Trials tournament will begin the day after weigh-ins. The number and schedule of sessions will be based upon the number of entries. A minimum of 30 minutes rest will be provided between matches.
2.1.8 Any of the qualifiers from the National Championships may elect to change weight classes, giving up wrestlers ranking at the weight class in which the wrestler qualified in order to compete at another weight. Athletes qualifying into the World Team Trials through the other processes may also change weight classes. The contestant should notify the USAW National Teams Director in advance of this intention, but the wrestler's final decision shall be determined at the weigh-in.
2.2 The winner of the Final Trials tournament shall face the **National Champion at the weight class contested, in a best two out of three format the same day of the Final Trials tournament at the Final Team wrestle-off unless the **National Champion is granted a delay in accordance to Article 3.1.
2.2.1 One match will be held in the first session with the second match to be held in the second session. If a third match is needed it will be held during the second session with a minimum 30 minutes rest between bouts. Winner will be the USAW World Team Member, except in the situation where the **National Champion has been granted a delay.
2.2.2 If the second-place finisher from the final Trials tournament has not wrestled the third place finisher they then will wrestle one match during the first session of the final wrestle-offs to determine a true third place for the National Team.
3.0 Addendum.
3.1 If in any weight class, the **National Champion is unable to compete in the final wrestle-off due to injury or illness, the wrestler may request of the style specific Sport Committee a delay of competition. The Sport Committee shall determine whether or not the delay shall be granted and, if granted, shall determine the new date and site. The injury or illness must be certified in writing by a medical doctor approved by USAW. USAW approval of a medical doctor will not be unreasonably withheld. If a request for delay of the final wrestle-off is made within 18 hours of the weigh-in, the athlete will be required to weigh-in and make weight at the qualified weight and have the illness or injury certified in writing by a medical doctor; provided, however, that the Sport Committee may excuse this weigh-in requirement if the basis for delay is determined by the Sport Committee to be due to unforeseen or extenuating circumstances. The Wrestle-off will be established through the National Coach with agreement of the athletes involved. If agreement can not be reached then the date and place of the wrestle-off will be determined by the appropriate Sport Committee.
3.2 If the Team member at any weight is incapacitated after the Final World Team Trials and prior to the World Championships the Sports Committee shall assign the position to the next-ranked alternate at the weight in question up to and including the sixth-ranked wrestler from the World Team Trials tournament. That is provided the next-ranked wrestler is present at and substantially completing the requirements of the World Team Training as determined by the Sport Committee and approved by the Executive Committee of USAW.
3.2.1 The term 'incapacitated' means an athlete may withdraw or be removed from World Team in the event of injury or illness, as certified by USA Wrestling medical staff, which inhibits peak performance at the said competition.
** In Men's and Women's Freestyle the current National Champion will sit out of the Trials Tournament. In Greco-Roman the current National Champion earns the right to sit out of the Trials Tournament if he has competed for a Bronze medal or higher at the World Championships/Olympic Games within 4 years of the current year. In the case where the current National Champion does not meet the criteria then the finals of the Trials Tournament will be a best of three match competition to select the World Team member.
3.3 World Team Trials Procedures.
3.3.1 All bouts shall be officiated as prescribed by FILA rules, by and officiating team comprising a referee, judge and mat chairman. Their decision on all technical aspects of the bout shall be final and shall not be subject to protest.
3.3.2 Mat side video will be made available for officials' use only. Mat side review will be done in accordance to FILA rules. Upon review of action, the decision of the officiating team is final.
3.3.3 The score sheets of the judge and the mat chairman, signed by the winning wrestler, shall be accepted as the official result of the bout, even if the scoring differs from that of numerical or electric scoreboard, unless the officials determine that an error has been made and that the score sheet must be corrected.
3.3.4 Except in the review of a disqualification for brutality or flagrant misconduct, videotapes and films shall not be considered in determining the outcome of a bout after the bout is competed.
3.4 Requests for information concerning the recording of results, pairing of contestants or scheduling of bouts may be directed to the chief mat official and/or chief pairing master without the filing of a written protest.
3.5 Protests concerning eligibility of a contestant, adherence to the terms of this document, and other matters of policy or procedure shall be reviewed by a Protest Committee comprised as follows:
3.5.1 President of USAW, or his designated agent, who shall act as chairperson
3.5.2 One or more members of the Board of Directors of USA Wrestling appointed by the chairperson of the protest committee. Members of the Sport Committee of the style that the protest is filed are ineligible to serve on the protest committee.
3.6 Any member of the protest Committee shall disqualify themselves from a protest hearing if they have personal ties to any contestant in the same weight class.
3.7 A protest must be filed in writing by an athlete or coach and must be accompanied by a protest fee of $100.00. Protests must be filed within 30 minutes of the end of the match in question. Should the protest be upheld, the protest fee will be refunded.
3.8 Any two minute period in which the result is overturned by a protest will be re-wrestled.
3.9 Any situation not specifically addressed in this document shall be resolved under standard procedures of USA Wrestling.
3.10 Drug Testing.
3.10.1 Testing against the use of drugs or other substances prohibited by the United States Anti- Doping Agency, World Anti-Doping Agency, or FILA will be conducted as part of the World Team Trials process. Full cooperation of the athlete is required.

5.0 These procedures are based on FILA rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in FILA rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USA Wrestling. However, the selections are always subject to unforeseen, intervening circumstances, and realistically have not accounted for every possible contingency.
6.0 World Team Training
6.1 All members of the USA Wrestling World Team will be required to follow the training schedule as established by the National Coach as referenced in the National Team Athlete contract, whether or not the athlete signs the National Team contract. Failure to do so can result in fines and sanctions including the removal from the National Team and the World Team.
6.2 All members of the USA Wrestling World Team will be required to maintain a proper weight management plan that is developed with the National Coach and the medical staff. Failure to maintain and follow the plan can result in the removal and replacement of the athlete up to the deadline of the athlete registration for the World Championships, 6 hours prior to the World Championship initial weigh-in.
